Мой жанр, к сожалению, это рассказы о милиции. После Тажикистана, отсутствие произвола ГАИшников конечно приятно радовало, но я уже было думал что я так и уеду из страны без истории. За всю 600-километровую дорогу в Бухару и обратно, наше такси тормозили лишь один раз, да и то когда водитель явно превышал скорость. при этом наш вроде бы интеллигентный водитель, не остановился, а только выматерил мента на смеси языков и добавил газу. В несколько нелитературных выражениях он обьяснил: "Разве он на своей сранной семерке (т.е. Жигули) догонит мою Нексию?"

Только под завязку, когда мы уже возвращались из Самарканда обратно к Таджикской границе, и только благодаря глупости другого водителя, я наконец получил достаточный материал.

Таксист отвозивший нас к таджикской границе, проделал уже известный нам финт - Под раз-веселую мелодию популярного шлягера "ути-муси-пуси", он без всяких веских причин нахально рванул прочь от тормозящего его гаишника. Однако на этот раз у гаишника тоже была Нексия, и увидев в зеркало организованную за ним погоню, наш таксист все же одумался и с повинной вернулся к посту ГАИ. После традиционного рукопожатия, которым местные полицейские всегда приветствуют нарушителей, коп сообщил водителю что тот будет арестован, судим и затем оштрафован на 94,000 сум (US$75), а машина его конфискована. “The cops weren’t amused”, как сказали бы в таком случае мои соотечественники англичане.

С нами же, невинными пассажирами, ГАИшники общались исключительно любезно - они обещали привезти нас обратно в Самарканд, пересадить нас на другую машину и даже оказать содействие в продлении узбекской визы. Пока перед нами так распинались, водитель как провинившийся дошкольник виновато дергал полицейского за рукав, но тот только раздраженно отдергивал руку и вообще был неумолим. В конце концов полицейский действительно сел за руль нашей машины, водитель рядом и под тот же идиотский русский шлягер из невыключенного кассетника, мы поехали обратно в Самарканд. "Ути- пуси-муси" пел кассетник, пока водитель продолжал уговаривать неумолимого стража порядка. И в итоге все-таки умолил. Полицейский опять развернул машину, водитель отдал ему одолженные у нас 20 баксов и мы снова направились к таджикской границе. Всю дальнейшую дорогу таксист ехал тихо но возмущался громко: "Ни за что взял деньги, да? Если бы не был у него Нехия, не догнал би"

Чтоб он чуствовал себя лучше, мы уверили его что в Америке на него бы уже одели наручники, и по всей вероятности действительно посадили бы в тюрьму. "Ой," - говорит - "плохой закон в Америка, да?"
Я с ним искренне согласится, система расплаты на месте без судов и прокуроров, мне тоже нравится гораздо больше, причем не только как водителю, но и как и налогопательщику.
Будучи, под впечатлением от профессионализма и гуманности местной полиции, я уже готов был вычеркнуть Узбекистан из списков Абсурдистана... Однако вскоре нас так основательно прошмонали на выезде из страны, что вопрос о вычеркивании был снят с повестки.

Узбекский таможеник буквально перенюхал все наши вещи, у него вызывало подозрение буквально все - книжки, футляр для очков, шарфик, и в особенности открывашка для консервов. Мне даже пришлось показать ему как она работает... (наверное нужно было подарить как сувенир, но я как то сразу не догадался) А наши таблетки, он вообще разве что не облизал. Высыпал их из коробочки в свою лапу, перещитал и, несмотря на наш громкий протест, засыпал обратно в коробохку. Вдогонку, правда сообразил: "Потому что грязный, да?"

Зато на другой - таджикской стороне, нас опять ждала зеленая улица, хоть на этот раз мы приехали уще без всякого блата. Нас, как англичан, без очереди отправили в оффис для иностранцев, где мы поточили лясы с очень дружелюбным русским пограничником, вместе посмеялись над его узбекскими коллегами. Потом, этот же дружелюбный пограничник посадил нас в красный мерседес местного доктора, который очень удачно для нас как раз в этот момент отправлялся в Душанбе. И затем, уже как пассажиры красного мерседеса, мы были вообще освобождены от прохождения таджикской таможни. Может Таджикистан это бедная страна, но зато очень гостеприимная.

USDA has released a proposed rule that would significantly weaken oversight of all genetically engineered crops, and which continue to allow companies to grow food crops engineered to produce drugs and industrial chemicals.

The USDA began this process over four years ago by promising stricter oversight. Unfortunately, improvements considered early on have been dismissed, and the proposed rule now has the same gaping holes as the policy it is replacing, and creates a few new ones, as well. For instance:

* USDA has created a huge loophole allowing biotech companies to assess their own crops to determine whether USDA should regulate them. And the criteria are open-ended, very subjective, and will certainly reduce USDAs oversight of GE crops.

* The proposed rules could also allow companies to grow untested GE crops with no oversight whatsoever: Over time, the range of GE organisms subject to oversight is expected to decrease a move which USDA itself admits will make contamination of conventional/organic crops with untested GE material more likely.

* To add insult to injury, USDA has proposed to write into law its Low Level Presence policy, which excuses it from taking any action to remove untested GE crops from conventional or organic food, feed and seed. This contamination often occurs through cross-pollination or seed dispersal, and has cost farmers hundreds of millions of dollars in lost sales and lowered profits.

* USDA rejected options that would have banned outdoor cultivation of pharmaceutical-producing GE (food) crops, the only way to ensure that untested drugs dont end up in our food, despite strong support from citizens and the food industry.

* USDA has refused to propose any controls on pesticide-promoting GE crops, despite increasing pesticide use and an epidemic of resistant weeds that have been fostered by these crops.

* Finally, USDA snuck in a last-minute that bars state or local regulation of GE crops more protective than its own weak rule. CFS strongly opposes such preemptive language that would bar local or state authorities from putting meaningful regulations or restrictions on GE crops in place that best suit their communities. This last-minute change should be cause to extend the public comment period.

The USDA is treading dangerous new ground here. The structure of the new proposal opens loopholes that can be exploited by biotech companies and expose consumers to more untested and unlabeled genetically engineered foods.

After denying requests for an extension to the short comment period given for the proposed rules, USDAs comment period closes on Monday.
